### What Happened?

The Plugins i have installed and enabled are also enabled in Logseq (DB). This breaks DB since not all plugins are compatible.

### Reproduce the Bug

0. have pluging installed in OG
1. start DB
2. see errors in terminal like https://github.com/YU000jp/logseq-plugin-legacy-date-format/issues/17

### Expected Behavior

When many plugins work for both, it makes sense to use the locally installed pluging in both, but keep their settings separate like the status of them being enabled.
