Description

### What Happened?

If the rectangle is created before the blocks, then the arrows can "enter/escape" it, but if it is created after the blocks then it's can't, the created after one is also `Move to back`!

### Reproduce the Bug

1. Create some blocks
2. Create a rectangle surround them
3. `Move to back` the rectangle
4. Create a block outside it and "link" to the blocks inside
