Template not automatically applied to new #Journal page

### What Happened?

Template was defined for #Journal page, but not automatically applied _(only sometimes it's working as expected, but most of the days not)_
**UPDATE**: When a new journal page opens (for the first time), it is visible that the template is being applied but thereafter this content is immediately removed. If Logseq was already opened earlier that day on iOS, and the template was already there, then it is _not_ being removed. This _suggests_ that there is a problem with Syncing between devices: first it adds the Template for the new Journal page, thereafter it Syncs to a blank page.

### Reproduce the Bug

Open Logseq on a new day (i.e. opening with new Journal page). The defined template for #Journal is being applied and then immediately removed _(intermittent behavior)_

### Expected Behavior

Always 'Apply template to tags:' when defined
_The current workaround is to apply the template manually via **/Template** command_
**UPDATE**: Do not Sync an new/empty Journal page

Start by reproducing the issue when opening a new Journal page, then compare behavior with and without syncing across the listed platforms. Inspect the Journal template application and /Template command behavior; done means the defined template remains on every new Journal page and an empty page is not synced over it.
