Description
Mixed GeoMesa command line tools issue with Nailgun server
Multiple instances of the GeoMesa command line tools cannot use the same Nailgun server (which is expected).
Unexpectedly, the second set of command line tools will not receive any feedback when run.

Research direction
Start by reproducing the issue with multiple GeoMesa command-line tool instances connected to the same Nailgun server, then trace the CLI-to-server integration. Done means the second set of tools receives feedback instead of appearing silent; the payload names no files or tests to target.
