Description
`pulumilocal` enters into an infinite loop (likely executing itself) when `pulumi` is not installed and `PULUMI_CMD` is None. Ideally it should print a helpful error message.

Research direction
Start at the pulumilocal command entry point and reproduce the case with pulumi unavailable and PULUMI_CMD unset. Trace why the wrapper invokes itself, then verify that it exits with a helpful error message instead of looping.
