SNS Filters not honoring Message Body Filter

The following snippet behaves differently between local stack and aws:

In AWS via CDK:

Reproduce the shown CDK subscription setup with Node 16.15.1 and compare the get-subscription-attributes output from CDKLocal and AWS. Trace the handling of filterPolicyWithMessageBody and verify that the resulting FilterPolicyScope is MessageBody rather than MessageAttributes.
