Research direction

Start by comparing the Cake 3 and Cake 2 skeleton provisioning systems and identifying how PuPHPet is currently used. Done means the Cake 2 skeleton uses the unified provisioning approach and PuPHPet can be removed, but the issue names no files or tests to guide the work.
