Description
@ellishg had some [good feedback](https://github.com/llvm/llvm-project/pull/222087/changes#r3973178410) on refactoring one of the loops in SymtabSection::emitStabs, but it was out of scope for the specific PR. Filing this issue to track the refactoring to see how I can take his suggestions and minimize a perf regression.
