Request Commit Access For StanFromIreland

I would like to request commit access. I have been [contributing to libFuzzer](https://github.com/llvm/llvm-project/pulls?q=is%3Apr+author%3AStanFromIreland+is%3Aclosed) and other parts of LLVM, and I would like to become more involved in the project going forward. In addition to submitting patches, I have been participating in code reviews and issue triage, particularly around libFuzzer and related areas. Commit access would let me to contribute more effectively, including properly reviewing (e.g., https://github.com/llvm/llvm-project/pull/122619) and approving pull requests and helping triage issues (e.g., https://github.com/llvm/llvm-project/issues/106872).
