Request Commit Access For chrisnc

Hi there,

I'm requesting access to more easily contribute. Most of my contributions to-date have been to the ARM target.

I am a maintainer of [the Armv7 and Armv8 R-Profile targets in rustc](https://doc.rust-lang.org/1.98.0/rustc/platform-support/armv7r-none-eabi.html) with [several related contributions there](https://github.com/rust-lang/rust/pulls?q=is%3Apr+author%3Achrisnc+is%3Aclosed).

I've begun submitting minor contributions to PowerPC and recently merged [an improvement to SelectionDAG](https://github.com/llvm/llvm-project/pull/220415) that I found on PowerPC originally, improving codegen for `__builtin_ctz` on six targets.
