[SLP][VPLAN] Make SLP part of the scalar VPlan

Description
For better vectorization results, we need to make SLP vectorizer part of the scalar Vplan, at least introduce cost estimation, but probably make the whole SLP pipeline the part of the Vplan vectorizer
