Research direction

The issue names no files, tests, or entry points and asks whether 16-bit signed integer support is feasible. Start by surveying zfp's existing type support and compression paths, then determine the scope and acceptance criteria for adding this type. Done would require a decided implementation plan or a completed, tested feature.
