re-add cuda docker container

After https://github.com/llnl/smith/pull/1509, the nvcc build issues in Smith have been resolved, however, github-runner runs out of disk space.

Start by reviewing pull request #1509 and the repository's current Docker and GitHub Actions configuration to understand the resolved nvcc issue and the runner's disk constraints. Re-add the CUDA container while keeping the GitHub runner within its available disk space, then verify the relevant workflow completes successfully.
