Description
The `py-sphinx-rtd-theme` contains the style Serac currently uses when its automatically uploaded in ReadTheDocs. However, when attempting to build docs locally, it uses a backup.
This isn't much a problem for Serac, since we can use ReadTheDocs, so this is more-so a Smith issue.
