Description
In base_physics some operations have to come before completeSetup(), etc. We should have a runtime error if users are not doing things in the correct order.

Research direction
Start by tracing base_physics operations and the completeSetup() call sites to identify which calls must precede setup. Confirm the expected ordering with the surrounding implementation and define the runtime error behavior for invalid sequences; done means incorrect call order is detected consistently.
