Description
There are cases where the default OpenMP threads + MPI ranks ends up slowing down the run. We should look into adding a warning for the user at the beginning of the driver.

Research direction
Start at the driver’s initialization path and trace how the default OpenMP thread count and MPI rank count are obtained. Define the condition that indicates likely oversubscription and add a user-facing warning at startup; done means the warning appears for that condition without slowing normal runs.
