Identify whether most recent checkpoint or any output sets must be flushed from cache. Start transfer for everything and give up allocation. Check that transfer complete in prestage script #2, and if successful update the scr index to indicate that the next job can start from that.

Research direction
Start by locating the IBM BB poststage script and prestage script #2 referenced in the issue, then trace how the SCR index is updated. Determine which checkpoint or output sets need cache flushing and how transfer completion is checked. Done means transfers complete successfully, allocation is released, and the SCR index allows the next job to start.
