Description
Look up most recent checkpoint given prefix directory, read rank2file map for that checkpoint, construct BB commands/input files to scatter checkpoint files to nodes, perhaps build and scatter SCR metadata files?, inform SCR library that a checkpoint is in place so it knows to skip fetch when starting up
