Research direction
Reproduce the issue in Chrome on the home page by scrolling through the blue footer and compare the left-hand filters at both positions described. Inspect the home page layout and footer boundary to find why RADIUSS and System Software disappear; done means all left-hand filters remain visible when the entire footer is shown.
