Description
In src/Linalg/LinAlgFactory.cpp, in line 366, a hiop::hiopMatrixDenseRaja<hiop::MemBackendCuda, hiop::ExecPolicyRajaCuda> is created outside of HIOP_USE_RAJA. This gives an error when building without Raja.
