Description
Add an ILMPolicyController, which loads and dumps using the [Index lifecycle management APIs](https://www.elastic.co/guide/en/elasticsearch/reference/current/index-lifecycle-management-api.html).
It looks like adding policies to indices is a separate operation, so that may need to be done with another API call, with the appropriate indices stored in a separate file.
