Description
We currently use sycl::gpu_selector_v when creating sycl queues. We might want to allow other devices like the cpu to allow testing in places without gpus.

Research direction
Locate where sycl::gpu_selector_v is used to create SYCL queues, then inspect how device selection is configured and how SYCL testing is set up. The work is done when queues can use a non-GPU device such as the CPU, allowing tests to run where no GPU is available.
