Research direction
Reproduce a GEOSX CUDA reconfiguration with CMake 3.9 or 3.12 and inspect how BLT_CUDA_LIBRARIES and BLT_CUDA_RUNTIME_LIBRARIES are populated. Trace the handling of the pthread linker flag; done means the variables retain the expected -lpthread form instead of changing to -pthread.
