Description

This came from talking to a scientist at ORNL. She requested that STAT has a mechanism by which a user can find the node where STAT can attach to the controlling process. We need some discussion as to how best we can support this across various RM/Schedulers.

Research direction

The issue names no files, tests, or entry points. Start by locating how STAT attaches to the controlling process and documenting the RM/scheduler interfaces that would need to be supported; done requires an agreed mechanism that works across the targeted schedulers.
