Research direction

Start by reading RAJA's SetupCompilers.cmake and tracing how it handles CMAKE_CUDA_FLAGS_* when no host config is provided. Reproduce the configuration path with CMake and compare the variables before and after the script; done means user-provided CUDA flag values are no longer unexpectedly overwritten.
