Intermittent failure of CI on testSmallEquiaxedGrain

First observed in #253, but possibly an issue earlier than that: testSmallEquiaxedGrain may fail on the check of the number of time steps taken to finish the run of `Inp_SmallEquiaxedGrain.json` - the problem sometimes takes 1 time step longer than expected to complete

Start with the CI failure in testSmallEquiaxedGrain and the run of Inp_SmallEquiaxedGrain.json; compare the expected and observed number of time steps and review issue #253 for earlier context. Reproduce the intermittent failure and determine whether the test or the run behavior is responsible. Done means the CI check no longer fails unexpectedly and the time-step result is consistently justified.
