[Bug]: "ControlNet is more important" setting missing for some ControlNet Models

### What happened?

I am working with ControlNet and figured that "ControlNet is more important" is not possible to choose for some ControlNet Models. InsightFace (InstantID) would be an example where that setting would make sense.

### Steps to reproduce the problem

In ControlNet choose for example InsightFace (InstantID) and you will see you cant choose "ControlNet is more important".

### What should have happened?

Settings should be there.
