Negative prompts act like positive prompts

Can somebody tell whether I am wrong or has experienced the same?

When adding negative prompts and then generating the image, it seems like these prompts get added to the image, instead of... not.

The report names no files or tests. Start by reproducing image generation with and without a negative prompt, then trace how the prompts are passed through the generation process. Done means determining whether negative prompts are being applied as positive prompts and documenting or correcting the behavior.
