my framework could not work without internet connection

this might be a stupid question, but isn't the program download and operate on my local computer? I noticed this problem while I turn off my net and
tried to use the program, I clicked environment.bat and run.bat. the program only worked out when I connect to the net, it kept sending me error messages when I didn't do so(I forgot to copy the error code, I will do it later)
