Research direction

Start by reproducing the Queue Prompt failure and tracing the stack from comfy/controlnet.py pre_run through comfy/utils.py set_attr and the referenced ComfyUI execution files. Check why the control model lookup requests the ModuleList attribute "1"; done means the reported workflow completes without this AttributeError.
