Description
New streams should only be allowed to have `profile: Baseline` or `profile: ConstrainedHigh` for now, at least until the timestamp issues in LPMS get resolved.
Existing streams can get grandfathered in.
This restriction can be repealed when the timestamp issues in LPMS regarding B-Frames can be fixed.
