Description

This happens sometimes, it occurred in SRT testing for instance. The result: an etcd lease that was "stuck open". We should have mist-api-connector poll mist periodically and evict any streams that don't exist on Mist anymore.

Research direction

Start in the mist-api-connector flow described by the issue and trace how Mist stream state is reflected in etcd leases. Determine how polling should identify streams missing from Mist; done means those streams are evicted and leases no longer remain stuck open.
