Create a coordination function and central hub to address SPE fragmentation, enable contributor support and accountability, and ensure alignment toward a shared execution roadmap.

Requirements:
Stand up the Contributor Operations team with defined cadences, onboarding flows, and milestone reviews. Launch the first version of the Contributor Hub featuring role mapping, onboarding documentation, and live project opportunities.
