Description
As we make progress on the `pm` branch, we can add a CI integration to automatically build and push a new Docker image for [geth-with-livepeer-protocol](https://github.com/livepeer/docker-livepeer/tree/master/geth-with-protocol) that can be used with go-livepeer whenever a PR is merged into the `pm` branch.

Start by reviewing the repository's existing CI entry points and the geth-with-protocol directory in docker-livepeer. Define the build trigger for merges into the pm branch, then verify that the resulting geth-with-livepeer-protocol Docker image is pushed and usable with go-livepeer.
