Description
We can implement an initial PoC implementation of the contract based on the in-progress technical spec [here](https://hackmd.io/uHMFeNSyS_GyzwnO3Ld74A?both). Most of the details that still need to be sorted out shouldn't block an initial implementation of the contract.
