Move toward a first-class delegation widget

Delegation, redelegation, and exit are accessed today through different patterns on different pages. Promoting delegation to a widget that follows the user across the product would address the fragmentation underlying most of the discoverability and post-action issues.

Describe the solution you'd like

Treat delegation as a sheet that rolls onto the page from the side, available from anywhere in the product rather than living inside the Orchestrators table. The sheet carries its own state through the full flow: input, approval, confirmation, and post-action follow-ups. Flagged as larger follow-on work, not a quick win.

This very likely requires 2 phases: a design sprint and implementation. Though, the following mock-up designs should give a good sense of the direction in lieu of a full design:
