Description

### Is your feature request related to a problem?

_Part of the Delegator UX Analysis RFP._

The most critical and most consolidated theme in the unified findings. When the user is ready to commit tokens, the delegation widget surfaces no inline explanation of risks, no link to documentation, no FAQ, and no review or confirmation step before transaction signing. The only safety-related content is a reactive callout that appears after the user has entered an amount, telling them to check fee and reward cut history without giving them the means to do so in context.

### Describe the solution you'd like

Introduce explicit review screens or confirmation steps before transaction signing. This improves trust and reduces anxiety, but it touches multiple transaction flows and should likely be handled as a structured design/implementation project.

### Describe alternatives you've considered

_No response_

### Additional context

This is closely related with #724 , but has been broken out because it likely requires a light design session, or multiple design iterations.

Research direction

Start with the delegation widget and the delegation, redelegation, and undelegation transaction flows; review the Delegator UX Analysis RFP findings and related issue #724. Define the review and confirmation experience through the proposed design iterations before implementation. Done means each named flow has an agreed review step before transaction signing.
