Description
We should add video streams that are always on. It could be a pre-recorded video or any public streams from the web.
The streams should be to a gateway node, possibly the gateway nodes for the toynet now. They will be assigned a static streamID they can be reliably found.
This will require some work on the livepeer node too, contact @ericxtang to coordinate.

Research direction
Start by examining the desktop application's stream handling and how gateway nodes, including the toynet gateways, are configured. Coordinate with @ericxtang on the Livepeer node work; done means a pre-recorded or public stream reaches a gateway and is reliably discoverable through its static streamID.
