Description
Currently, shell just defaults to the `us` layout and doesn't respect `localectl` settings when the dconf key `/io/liri/desktop/peripherals/keyboard/layouts` is empty.

Research direction
Start by tracing how the shell reads /io/liri/desktop/peripherals/keyboard/layouts and how it selects the default when that dconf key is empty. Check how localectl exposes the system keyboard layout. Done means an empty dconf value uses the localectl layout instead of always selecting us.
