Improve the launch experience

We could improve the launch experience in one of two ways:
1. Remember the last viewed setttings module, and open that again.
2. Offer suggested settings on the welcome page.
- When not connected to a network, offer setting up a network
- When a wallpaper hasn't been changed from the default, offer the background settings
- When no online accounts are set up, offer adding online accounts

Start by tracing the launch flow and welcome page, then inspect how settings modules, network status, wallpaper state, and online accounts are represented. Clarify which of the two proposed approaches is intended and define completion criteria before choosing an implementation path.
