Description

Add a command so that you can create a cluster with 1 command:

```shell
mikrolite create cluster --name dev-cluster --nodes 5 --bridge virb0 ...
```

We need to support multiple bootstrap options, so lets make sure its easily extentable.

Research direction

No files or tests are named. Start by locating the CLI entry point and any existing cluster-related commands, then trace how bootstrap options are represented. Done means the example command can create a named cluster with the requested node count and bridge, while allowing additional bootstrap options to be added.
