Group dependabot updates for /userdocs

Group dependency updates in **/userdocs** so they are updated together. This will require an update to the dependabot config file to group all updates under that path

Locate the repository's Dependabot configuration and inspect how updates for /userdocs are currently defined. Done means all dependency updates under /userdocs are grouped together and the configuration remains valid.
