Track number of followups.

The default followup will keep popping up alerts, which is annoying and unhelpful. We should track the number of followups and either write in rules to extend the followup time, and also how many followups to do, and/or open that up to simple configuration as properties and/or from the followup handler itself.

Start by locating the default followup and the followup handler in the JavaScript project. Clarify whether completion means tracking followup counts, extending followup timing, limiting followups, or exposing configuration, then verify the selected behavior with tests.
