Overview
Need to tie out evidence production to service, vendor, etc. This issue should probably be sequenced after the roles support is more mature.
Deliverables
- add 'responsibleParty' field (role(/email)?) in the audit data which references valid role and, where specified, email
- Add audit to tell us which responsibilities are covered and which aren't
