Simplify 'version-check' options.

# Overview

The current support for version check options with the management of the options through the tool is a bit much. Just edit the file.

# Deliverables

* [ ] Remove the edit management stuff; just read the opts from the file.
* [ ] Move the config from `.catalyst` to `.liq`

Start by locating the version-check option handling and inspecting how the .catalyst file is currently managed. Remove the edit-management path so options are read directly from the configuration file, then move that configuration to .liq and verify the tool uses the new location.
