Description

This issue is dependent on guidance established by [this issue](https://github.com/Liquid-Labs/catalyst-standards/issues/6).

The [quickstart page for `cloud_sql_proxy`](https://cloud.google.com/sql/docs/mysql/quickstart-proxy-test) mentions support for 64 and 32 bit versions of Mac, Linux, and Windows. It's not clear what specific platforms within each of these regimes is specifically reported and we should:

1) Write the install logic to be expansive as possible and try to install based on identification of the underlying system into one of these broad categories and
2) create a series of containers for specific platforms within these larger umbrellas (e.g., Ubuntu version X, MacOS version Y, etc.)
