Description
We have this partially supported with the show action bar property (can't remember name; isUpdating?) in the content bar.
- settle on common property name like,
isInTransitionorisUnsettled - when true, all buttons should be disabled
- main content (between nav and top bar) should have translucent blocker with spinner
- I believe we can integrate the 'why waiting' stuff here (as an option)

Research direction
Start by locating the content bar and its existing show-action-bar or isUpdating property, then trace how the “why waiting” behavior is implemented. Done means agreeing on a common transition property and supporting disabled buttons, a translucent content blocker with a spinner, and the optional waiting explanation described in the issue.
