Description
In `js/core/resources/reducer.js`, we sometimes use an error feedback function identified in resources `settings`. Instead, we should be able to just pass out a property constructed action result and set `errorMessage` and `data` and then let all user feedback be handled uniformly at the next level up (where it's already doing most of it).

Research direction
Start in js/core/resources/reducer.js and trace how settings currently identify the error feedback function and where the next level up handles user feedback. Confirm the action result can carry errorMessage and data, then verify that feedback is handled uniformly at that higher level without the reducer-specific function.
