Bug description

Have checked Menu and Toolbar with View Menu. Side Pane is also checked.
Many PDFs open (via double clicking in Caja) without the Menu and Toolbar even with these options enabled.
A few PDFs do open (via double clicking in Caja) with the Menu and Toolbar.

ENG_CD_1623849_BA.pdf
The Coin Battery Holder does not open with Menu and Toolbar, even when using "Alt" to get the Menu, View shows Menu and Toolbar checked.
The [ENG_CD_1623849_BA.pdf does show both Menu and Toolbar.
Both files are opened via Caja double click.

Steps to reproduce

Double clicking from Caja on a PDF file.

Expected behavior

Xreader to display ALL PDFs with a Menu and Toolbar.
