BUG 
 * Nemo version (nemo --version) - 4.06
 * Is issue with desktop or windowed nemo? - desktop
 * Distribution - (Mint 17.2, Arch, Fedora 25, etc...) - Mint 19.1 Cinnamon
 * Graphics hardware *and* driver used - GTX 2070 - Nvidia 430.14
 * 32 or 64 bit - 64 bit

Issue

Every time I log in to Mint, the Rubbish Bin icon moves to the bottom of the column of displayed icons

Steps to reproduce

Log in to the Cinnamon DE. No other steps are required

Expected behaviour

For the icon to stay where it is, 2nd from the top under Home
